Reps summon Ngige, Adeosun over N302.4bn pensions liabilities
The House of Representatives has summoned the Minister of Labour, Chris Ngige, and the Minister of Finance, Kemi Adeosun, to appear in plenary next Thursday to provide details on how the Federal Government intends to offset its N302. 4 billion outstanding liability to pensioners.
Speaker of the House, Yakubu Dogara, who issued the summons yesterday during a courtesy call by the National Union of Pensioners (NUP), stated that the ministers and heads of relevant agencies such as the Executive Secretary of the Pension Transitional Arrangement Directorate (PTAD) must appear before Green Chamber next week to proffer a holistic solution to the problem of outstanding pension payments.
Dogara, who was responding to the plea of the NUP President, Dr. Abel Afolayan, who led his members to meet with him at the National Assembly, pledged that the House will assist pensioners to convince the Federal Government to make provision of sufficient funds in the 2017 Appropriation Bill towards offsetting the outstanding pension liabilities both under the Defined Benefit Scheme (DBS) and the Contributory Pensions Scheme (CPS).
“We will yield the floor to them, so that they can tell Nigerians what they have done to get us out of this mess by 2017,” the Speaker stressed.
Citing Section 173 (1) and (2) of the 1999 Constitution, which states that pension and gratuity are rights that should be upheld for deserving Nigerians, Dogara stated that timely payment of pension and gratuity is key to stemming corruption in the public sector.
Earlier in his speech, Afolayan said several pensioners have died of poverty, hunger and treatable diseases because they hadn’t been paid for months.
He emphasised the need to put pension on first line charge, “so that pension payment will not go through the traditional rigorous budgetary allocation process.”
He said the 2017 liabilities for pensioners was “under-defined”, adding that while the 2017 proposal is N302.4 billion, the Executive’s submission is N109.123 billion leaving a difference of N193.282 billion.
“Regarding Contributory Pension Scheme (CBS), we have gathered the following facts and figures: a total of N91,914,899,000 was requested for in 2016 Federal Government appropriation bill, but the National Assembly approved N50,195,808,918 resulting in a Reps summon of N41,719,090,082,” Afolayan said.

National Assembly has lost focus –Senator Abba Ali
Senator Abba Ali, represented Katsina/Dutsinma Senatorial district under the defunct National Party of Nigeria, NPN. Ali is currently a member of the Board of Trustees of the ruling All Progressives Congress (APC) as well as kinsman of President Muhammadu Buhari. Some 17 years after the return to democratic rule, Ali goes back memory lane as he relives his days as a federal legislator between 1979 and 1983 and laments that members of the present day National Assembly have turned contractors.
How do you compare your days at the National Assembly with what is obtainable there today?
It is totally different today. In 1979, we were purely politicians, members of the National Assembly, making laws, appropriating funds for the Federal Government and there were checks and balances in government. We did not interfere in the running of government. Nowadays you see Senators and members of the House of Representatives handling money in the name of constituency allowances to do constituency jobs. It is not their job. It is the job of the government. They do not have the expertise. They are supposed to be lawmakers and that is Buhari’s fight with the National Assembly. Buhari wants to scrap it because it should not be there. If you want to be a lawmaker, then you should be a lawmaker. If you want to run the party, you run the party and if you want to be part of the Executive then you go there. There is separation of powers.

Emir of Borgu Calls On Niger State Governor To Provide Access To Clean Water
Despite playing host to Kainji hydro-electricity dam, some communities in Borgu local government area of Niger state lack electricity and have no access to portable water.
The anomaly was re-echoed at the weekend by the Emir of Borgu in Niger state Alhaji Mohammed Sani Kintoro IV, during an assessment visit by Governor Abubakar Sani Bello to Borgu.
The emir lamented that the people of the emirate were dying from water-borne disease and that the hydro-electric dam had affected all portable water sources around the communities which played host to it, stressing that the situation was compounded by the failure of the federal government to provide alternative water sources, thereby leaving the people with the option of relying on contaminated water that often brought death to the emirate.
The emir also said despite being close to electricity source, power supply to New Bussa, the headquarters of Borgu local government had been epileptic, even as many communities within the emirate were not connected to power source.
Responding, Governor Sani Bello, who expressed his administration’s commitment to addressing the basic needs of the people, said the state government had earmarked N43m for water supply project in New Bussa, and that his government would collaborate with other stakeholders to address other grievances and needs of communities hosting the hydro-electric dam.
His Excellency Alhaji Dr Abubakar Sani Bello bags the most prestigious traditional chieftancy title as the Dan Majen Borgu.
The title was in recognition of his immense contribution to people oriented style of his administration.
However, Mr Governor has respectfully requested His Royal Highness to graciously consider the postponement of conferment of the title until after his tenure as Governor must have been completed after which his performance as Governor would have determined if he has indeed performed to their expections.

Jigawa to prosecute Lamido’s officials over N8bn
The Jigawa State governor, Mohammad Badaru Abubakar, has said that the names of officials who served in the immediate past government of governor Sule Lamido have been compiled for prosecution over alleged misappropriation of N8 billion belonging to the state government.
Badaru said this yesterday while launching the Jigawa State Universal Health Coverage in Dutse.
He said if the officials fail to return the money by next week, they would be arrested and arraigned in court.
Although, he did not mention names, he said a thorough investigation was carried out by a committee set up to investigate the fraud.
“We have 51 fraud related cases at hand and out of them, seven cases have been handed to the police for prosecution. The sum of N6 to N8 billion was believed to have been squandered by officials of the past government. If they do not return the money by next week, we will hand over their names to the police.
“The names that we are submitting to security agents are of those who were thoroughly investigated and found to have been involved in the act,” he said.
It would be recalled that in August last year, the then speaker of the state House of Assembly, Idris Garba Kareka, told journalists that the lawmakers had commenced investigation into the alleged embezzlement of N13 billion by the immediate past government.
He said the investigation covered 2008 to 2015 and that the misappropriation of funds was discovered to have been carried out in the Ministry of Local Government.

PDP will bounce back —Jonathan
FORMER President Goodluck Jonathan has expressed confidence that the Peoples Democratic Party (PDP) will resolve its crisis and become stronger again, just as he stresses the need to urgently return power to the people in the party.
Jonathan, who had championed the possibility of a political solution to the impasse in the party, argued that litigation had handed the mandate of the people to the judiciary.
Jonathan, while receiving the report of the Governor Seriake Dickson-led PDP reconciliation committee, at his country home, Otuoke, Bayelsa State, on Saturday, gave the assurance of PDP resurgence in not too distant future.
According to him, “resorting to courts for political disagreements was abnormal.”
He also commended the committee for getting the two factions of the party to the negotiating table and added that a truce was in sight given the commitments so far by the party faithful.
“I have always believed that political differences should be resolved outside the courts. But unfortunately, we are already involved with it and gone up to the Supreme Court. We are hopeful of a political solution.
“Party politics is supposed to be a family affair and ought to be resolved amicably without resorting to the courts,” Jonathan said.
In his reaction, Governor Dickson disclosed that he accepted the challenge of rebuilding the PDP and expressed gratitude to the party that gave Bayelsa the platform to lead Nigeria through Jonathan.
He said political option remained the best way of resolving the crisis within the party.
He noted that Jonathan laid the foundations for a political solution when he convened a meeting of PDP governors a few weeks ago that approved the peace plan.
He said the report, which is a roadmap to achieving peace, was open to review and urged stakeholders with ideas to rebuild the party to table such ideas for discussion.
Speaking earlier, a member of the reconciliation committee Mr Mohammed Gana, said Jonathan epitomised peace in the way he conceded defeat at the last general election, a development that stabilised the country.
