Sokoto’s ‘area boys’ give residents sleepless nights

Photo of Makera, a victim.

Residents of Gidan Hakki, Meniyo, Nufawa and Makeran Assada in the Sokoto North local government area of Sokoto state are living in perpetual fear of attack by hooligans, locally referred to as “area boys”.These “unwanted guests” were said by residents of these areas to regard these areas as “soft targets and raid them at will.” In perpetrating theiract, the hoodlums spare nobody, including minors, leaving behind gory scenes and sad talesof horror. The miscreants, according to the residents, capitalize on the non-presence of a police station in the area to enforce law and order, and the many escape routes through whichthey vanish from the crime scenes into other neighbourhoods.Narrating his ordeal, an orthopaedic patient, Mustapha Usman Makera, who was attacked by some area boys three days after returning from receiving treatment on a leg in Kano, said he was lying outside his residence because of the hot weather when he observed people running for safety but he could not run because of his brokenleg.“I sighted a group of about 30 youths armed with dangerous weapons around 9pm last week Wednesday. Some of them came to where I was lying, trying to remove the implant and the plaster-of-Paris on my leg. As I looked up, I was dealt a machete blow on my forehead, resulting ina deep cut.“At the time, there was my eight-year-old son sitting by my side who they pounced on with sticks and machetes. I tried to protect him by bending over him and in the process got another cut at the back of my head which would have otherwise hit the boy, yet he sustained injury at the back of his head,” Makera said.He added that the boy stole items like handsets, laptops and other valuables left behind by the fleeing residents and shopkeepers, which they threw into sacks they had brought along with them.He said that a neighbouring community was attacked two days later, which sent fear of another visit into residents of his own community.Makera groaned that the attack has affected his leg and resulted in further complication that may warrant resetting of the bone, which his doctor said could cost N200,000.Appealing for assistance from the state government as he said he doesn’t have any money to pay for the resetting, Makera called on all the security agencies to work towards halting the ugly trend for the safety of citizens and their property “at this critical time that our governor is working tirelessly to woo investors.”Another resident who sought anonymity said there is a gang rivalry among the hooligans, which had led to several deaths and destruction of property. The resident wondered why these gangs have found it so easy making their neighbourhoods centres of attacks.A journalist who resides in one of these areas, Bashar Abubakar, recalled an episode where warfare between area boys of two wards led to the blockade of the road leading to the Sultan’s palace. The destructive attacks, he said, lasted for days before it was brought under control by the police.Abubakar stated that the boys also usually lure commercial motorcyclists, under the pretext of hiring them to convey them (the area boys) to certain locations, but along the way, they attack the cyclists and snatch their motorcycles.Addressing a press conference last Tuesday, the Commissioner of Police in the state, Alhaji Salisu Fagge, said the police have information about theactivities of the hooligans and that the command had swung into action already.Saying the police were determined to fish the boys out from their hideouts, Alhaji Fagge appealed to the general public to go about their lawful activities as ”the police are on top of the situation.”The spokesman of the command, DSP Almustapha Sani, yesterday confirmed the arrest of 25 hoodlums that were being interrogated. Sani said that the police would not rest on their oars until they rid the state of hooliganism.

Northern govs to resolve farmers, herders clash

Governors of the 19 northern states met yesterday and resolved to come up with a position that would address the issue of farmers, herders clashes in the country.Borno State Governor Alhaji Kashim Shettima also said at the opening of the meeting that the insurgency in the North-east has been halted and that the terrorists have been subdued.Shettima, who is the chairman of the Northern Governors’ Forum, said what was remaining was a few isolated cases of suicide bombings from remnants of the insurgents.“In respect of the insurgency in the North-east and as someone from the epicentre of the crisis, Ican confidently confirm that the insurgency has been irredeemably halted and the insurgents themselves completely subdued,” Shettima said.“What remains now are few isolated pockets of suicide bombings which the recalcitrant remnants of the insurgents use as a last resort toattract attention and create unnecessary panic among the general population,” he added. He thanked President Muhammadu Buhari for fulfilling his promise to bring the insurgency to a complete halt as well as the military and other security agencies for their efforts.Shettima called on the president to ensure the full restoration of civil authority in the recaptured areas in order to pave way for the safe return of internally displaced people (IDPs) which he says entails the reconstruction and rehabilitation of public institutions and structures such as local government secretariats, police stations, prisons, hospitals and clinics as well as schools.“Subsequently, officers of the Nigerian Police andthose of the Civil Defence Corps could be deployed to maintain law and order and also stave off any intrusion into these communities,” the governor said.“It has therefore become a strategic imperative for us to take ahard look at these formidable challenges and work out strategies on the most effective ways of not only reversing the trend but also overcoming them once and for all. Whatever resolutions   we can come up with would be communicated to the appropriate authorities for obvious analytical examination and possible implementation,” Shettima stated. He appealed to members of the Islamic Movement of Nigeria to use the opportunity provided by the Judicial Commission of Inquiry set up by the Kaduna State government in order to present their case, saying the commission consists of people of unimpeachable integrity and respectable professional standing.

Nigerian Troops Clear Another Boko Haram Camp During Clearance Operation.

Troops have intensified efforts to clear the remnants of Boko Haram terrorists in various parts of the north east through various military operations on daily basis. It is in line with this that troops of 7 Division Strike Group Team B attached to 22 Brigade embarked on combination of foot and mobile fighting patrols on daily basis to deny the Boko Haram terrorists freedom of action in their area of operations. Thursday, 28th April 2016, they embarked on such efforts in the general area of Bogoro, Duguno 1, Duguno 2 and 3. However, on reaching Mbaraka, they encountered some elements of the Boko Haram terrorists who engaged the patrol team in a gun battle. The troops rose to the occasion and successfully cleared the terrorists and proceeded to Jadda village which was suspected to be strong hold of the Boko Haram terrorists. As rightly believed, a large number of them were discovered to have the terrorists group’s flags hoisted in their domains. The troops engaged the Boko Haram terrorists and killed 4 of them. The patrol team also made another startling discovery, a big pit where the Boko Haram terrorists used for dumping bodies of hapless victims of their nefarious activities to decompose. It was also discovered that the terrorists held lots of people as hostage in Jadda. The fighting patrol team also succeeded in freeing those heldhostage and recovered an AK-47 rifle with registration number OF-4814, 30 rounds of 7.62mm (Special) ammunition, 12 rounds of 7.62mm (NATO) ammunition, 14 Dane Guns, 1 motorcycle, 2 Solar panels and food storage facility. Sokoto signs N2bn deal with UNICEF to boost healthcare

The Sokoto state government and the United Nations Children’s Emergency Fund (UNICEF) have signed a N2billion agreement for the implementation of the 2016 work plan in areas covering health, nutrition, education, water, sanitation and hygiene.

According to a statement signed by Imam Imam, spokesman of Aminu Tambuwal, governor of Sokoto state, the project is aimed at accelerating the realisation of the rights of all “children and women to survival, development, protection and participation”.

“In the agreement, Sokoto government will contribute the sum of N1,083,384,750, while UNICEF will provide the sum of N1,006,865,500,” the statement read.

“The agreement has the following key objectives: improved access to, and use of high quality and high impact health, nutrition, water, sanitation and hygiene interventions for women and children; and improving access to quality basic education by the most vulnerable boys and girls, and increased school retention, completion and achievement rates for all.”

The statement quoted Mohammad Mohiuddin, UNICEF’s chief of field for Sokoto, as saying there is urgent need for intervention in some sectors of the state.

“At the moment, both infant mortality and under-five mortality rates are high (89/1000 and 185/1000 respectively),” he was quoted as saying.

“Fifty-five percent of children under five suffer from chronic malnutrition, 35% of under-five children are underweight, 10.3% of under-five children are wasted, while exclusive breastfeeding for children 0-5months is only 10.3%.

“In education, out of school children accounts for 66.83% of total school going children, net attendance ration at primary level is 39.8% for boys and 24.6% for girls, while gender parity index for primary level is 0.55.”

He said while there are proven interventions already on ground to address the challenges, what is required now is a strong government political commitment, release of financial resources and collaboration with development towards implementation of the work plan.

In his remarks, Tambuwal said his administration would work assiduously with UNICEF and other development partners to reverse the negative trend.

“We have the political will, and determination, to get it right. We are confident that at the end of this agreement, substantial progress would be made,” he said.

“We will keep to our side of the bargain and we thank UNICEF for taking the leading in helping us in this direction.”

Treat people with gunshot wounds, accident victims before police report- El Rufai directs hospitals

Kaduna State Governor, Nasir Ahmad El-Rufai hasdirected all hospitals in the state to treat persons with gun wounds and accident victims before demanding police reports. The governor said thatthe duty to save lives is primary, and must come ahead of formal reports to the police. The spokesman to the Governor, Samuel Aruwan, disclosed this in a statement shortly afterthe 15th Kaduna State Security Council meeting held in Sir Kashim Ibrahim House, Kaduna.“The Governor of Kaduna State, Malam Nasir Ahmad El-Rufai, has directed all hospitals in the state to,with immediate effect, start treating persons with gunshot wounds and accident victims without demanding Police Report as a basis for attention. Lives must be saved first, before the formalities of demanding Police Reports from victims. After saving lives, hospitals and other agencies can start making inquiries regarding how the gunshot wounds and other injuries were sustained. We consider it a gross abdication of responsibility if any hospital leaves injured patients unattended because of the absence of Police Reports. What is important is saving lives. There is no reason for an innocent citizen who has survived armed robbery and needs treatment for a gunshot wound to be denied the medical attention he requires. The hospitals can comply with reporting requirements to the police after providing the care the patient needs. This is the unanimous resolution of the Kaduna State Security Council. As Governor, I have communicated this decision to the Kaduna State Ministry of Health and Human Services and other concerned agencies operating in the state. A moment of trauma is not the time to put paper before lives. All our healthcare agencies have been advised that it will amount to criminal neglect to deny or delay critical care to such patients.”Aruwan saidThe meeting of the Kaduna State Security Councilwhich endorsed the resolution was attended by representatives of the Army, Police, Air Force, Navy, DSS, Civil Defense, FRSC, NDLEA and the Customs service. Also present at the meeting were HRH Alhaji Shehu Idris, the chairman of the Kaduna State Council of Emirs and Chiefs, Emir of Birnin Gwari, HRH Alhaji Zubairu Jibril II and Kpop Gwong, HRH Paul ZakkaWyom.

Yuguda ‘Arms deal fraud made me leave PDP,’ Ex-governor says

Former Bauchi State governor Isa Yuguda has said that he left the Peoples Democratic Party(PDP) because of the $2.1 billion arms deal fraud in which some top members of the party were allegedly involved.

Yuguda made the remark in a letter sent to PDP Chairman, Ali Modu Sheriff and obtained by Punch.

The letter reads:

“I wish to tender my resignation as a member of the PDP effective from today, Saturday, 23rd April, 2016. My decision was informed by the shocking revelations on the embezzlement of $2.1bn meant for the procurement of arms to fight insurgency and reduce the sufferings of the victims of the insurgency.

“This dastardly act by the leadership and members of the government of the PDP has left a moral burden on all the members of the PDP. With $500m, the lives of the over two million deprived Internally Displaced Persons would have been better today.

“I was a governor from the zone who received no material or financial support from the then Federal Government, and was also a witness to the wasting of human lives and properties because of the non-availability of fighting equipment and relief materials.

“The realisation that the funds were embezzled which led to the death of thousands of women, children, young men and unarmed members of the Nigerian security forces have made it impossible for me to continue my membership of the party.

“He who comes to equity must come with clean hands. Rationality, morality and common sense suggest that the PDP chairman should have cleared his name before aspiring to that position. In an ideal country, an allegation against a public officer compels him to resign his appointment.

“In view of the foregoing reasons and my hard-earned reputation and other track records, I cannot be part of the characters that formed the present PDP leadership, as such, I do resign my membership of the party.”

The arms deal fraud is believed to have been supervised by former National Security Adviser(NSA), Sambo Dasuki.

Kano State Government Auctioned Off LG Cars, Gave Proceeds To Cronies

The chairmen of the 44 LGAs were directed by Local Government Commissioner Murtala Sule Garo to hand over their unused vehicles for auctioning as part of a State revenue drive.

The proceeds of the auction were allegedly given to three cronies: Kano State APC Chairman Abdullahi Abbas, Kano State First Lady Hasfat Abdullahi, and Local Government Commissioner Murtala Sule Garo.

Some of the chairmen were also given vehicles as bribes to keep quiet about the matter.

Politicians in the State were also left stranded without even considering their involvement in the auctioning exercise of the State government.

A chairman of one of the LGAs was given a car but rejected it because he accused the government of not following due process.

Efforts to contact Murtala Sule Garo on the auction exercise proved abortive.

You can’t dump red cap, Kwankwaso’s aidetells Ganduje

Alhaji Sharu Garba Gwammaja, a special adviser to former Kano State governor, Senator Rabi’u Musa Kwankwaso, said it will amount to political suicide for Governor Abdullahi Umar Ganduje to discard use of the red cap in protest against the political principles of Kwankwaso. The red cap was made popular by Kwankwaso and came to be seen as the political symbol of his followers, known as members of the Kwankwasiyya group. But in reaction to Gwammaja’s call, the Kano State Commissioner of Information, Malam GarbaMuhammad, said: “If you know the history of red cap, you will not react this way.“It is still a minus on your side even if it is only one person that removed his red cap in the state, in protest against the ideology. With the recent development, at least, people have choice to either wear red cap or not.”Gwammaja, while addressing a press conference to mark the 5th anniversary of red cap revolution in Kano, pledged to buy Ganduje’s red cap at N1mif he voluntarily decided to discard it.He said: “If Ganduje can remove his red cap today, I will buy it N1m. The greatest mistake Kwankwaso made in his life was bringing Ganduje to power. The actions of the present government of Kano State have contradicted the ideology of Kwankwasiyya, and we will continue to kick against anything that is contrary to our ideology.”He also accused Ganduje of rewarding some lawmakers in the state with cars, worth N686m, for discarding their red caps.He said from the day the lawmakers stopped using the red cap, over one million people have started wearing red cap to show their support for Kwankwaso. He alleged that all those that stopped wearing redcap in Kano could not go to their constituencies and interact with their people peacefully.“The red cap anniversary is being celebrated worldwide,” he said.“Our members are celebrating it in Ghana, Saudi Arabia, Canada and Malabo, among other countries.”Gwammaja said the current political crisis between Kwankwaso and Ganduje will not end until the former embraced the political beliefs of Kwankwaso. He pointed out that Kwankwasiyya was about transparency, accountability, justice, commitmentto service to humanity, rendering selfless services, truthfulness and honesty. On the issue of the alleged N686m cars gift to thelawmakers, the commissioner said: “This issue was purely an Assembly matter. There is a pending case between Gwammaja and state lawmakers, therefore, I will not comment on this.”Garba said that the governor had respect for Kwankwaso and would continue to respect him.

EFCC recovers N593m jewellery from Diezani, Omokore’s wife

The Economic and Financial Crimes Commission(EFCC) has recovered jewellery worth over £2 million (N593 million) from former Minister of Petroleum, Diezani Alison-Madueke and the wife of Mr Jide Omokore, an ally of former President Goodluck Jonathan.A top EFCC official told Daily Trust yesterday that the anti-graft agency also recovered a Magnetic Resonance Imaging (MRI) equipment valued at N2.6billion from a Lagos hospital said to be owned by former Chief of Air Staff, Air Marshal  Adesola Amosu. He said several other property were also recovered from the former oil minister, including a wrist watch valued at £600, 000 (N185 million).Diezani is facing various graft allegations, including the “missing” $20 billion oil money, among other deals executed by the Nigerian National Petroleum Corporation (NNPC).The former oil minister was interrogated at the Charing Cross Police Station in London last year when the United Kingdom National Crime Agencyarrested her on allegations of bribery and money laundering. She was granted bail by the Westminster Magistrate’s Court after seizing her passport and £27, 000.Jewellery valued at £1.4 million (N407 million) was also recovered from Omokore’s wife after operatives raided her residence in Lagos, the EFCC official said.Omokore is the chairman of Atlantic Energy Drilling Concepts Nigeria Limited who was recently questioned by the EFCC in connection with multi-billion dollar petrol import and crude export deals. His company was allegedly awarded controlling stakes in two oil blocks - OML 30 and 34 - for just over $50 million each, without due process by theJonathan administration.Amosu was arrested in January by the EFCC overa multi-billion naira scam in arms procurement during his tenure as the air chief. The EFCC chief said the agency yesterday blocked an account operated by a “highly placed individual” who was trying to wire $500 million outside the country.  He said contrary to reports, the arms deal scandal is $15 billion not$2.1billion.“The actual amount involved in the arms deal is$15 billion. The $2.1 billion was just one transaction out of it,” the official said. The EFCC official also confirmed the arrest of theformer Resident Electoral Commissioner (REC) inRivers State, Mrs Gesila Khan, in connection with the N681million she allegedly received to rig the 2015 elections. On the companies involved in the arms deal, the official said the promoters of those firms would be prosecuted even as billions of naira had already been recovered from them.“Majority of the companies involved in the arms deal are owned by serving military officers. They registered these companies using the names of their cronies. Despite the fact that they returned some money, we are still going to prosecute them,” he said.On the Panama Papers that exposed some publicofficials’ offshore holdings, the official said the agency was analyzing the evidence, would soon  act on them.On the EFCC’s reported clearance of the chairman of the Code of Conduct Tribunal, Danladi Umar, the official said the agency didn’t exonerate him as reported.“The EFCC didn’t exonerate the CCT judge. What the letter said was that there was no sufficient evidence to prosecute him at that time,” he said.
