Kwara state LGs to Share N424.4m for November allocation

The sixteen local governments in Kwara State are to share  N424,445,247.55 for the month of November 2016. The figure represents their share of the N1, 251,637,135.43 total allocation received by the local governments from the Federation Account for the month. The N424.4m also includes 10 per cent of the state government’s distributable internal revenue for the month.

The Kwara State Commissioner for Finance, Alhaji Demola Banu, made this known while addressing newsmen after the monthly Joint Account Allocation Committee (JAAC) meeting held at Ministry of Finance, Ilorin.  Giving a breakdown of the distribution, Alhaji Banu said N900, 000,000 was allocated for the payment of Basic Education teachers’ salary, after deductions for loan repayments. Of the remainder, local government pensioners got a total of N116, 794,778.09.  The 16 local governments got N287, 567, 834. 28 in addition to N136, 877413.27 extraordinary inflow from exchange rate difference as well as N54, 225,476.94, being ten per cent of State IGR, bringing the total amount distributable to the third tier of government to N424,445, 247.55.

Banu said the committee mandated him to seek Kwara State Governor, Alhaji Abdulfatah Ahmed’s intervention in the form of augmentation to enable the local governments pay a full month’s salary as the distributable amount fell significantly short of the amount required.

He however stressed that any augmentation will depend on the resources available to the state which he said was also affected by the drop in federal allocation. On the reported savings from the elimination of ghost workers in the state, Banu said although an indicative figure was made public, actual savings will be known only after November salaries are paid.

He said savings from the exercise will be warehoused by the Ministry of Finance until all complaints are dealt with.

Lawyers petition US embassy, insist Shiite is threat to peace in Nigeria

A group of legal practitioners in the country, under the aegis of Lawyers Initiative For Civil Rights Advancement in Nigeria, has petitioned the United States Embassy in Nigeria, alerting it of the imminent security threat posed by the Islamic Movement in Nigeria, IMN (shiite).
The group, in the letter it addressed to the United States Ambassador to Nigeria, insisted that members of the IMN, otherwise known as Shiite sect, had posed several security threat not just to Nigeria, but also to other west African countries. The letter, which was signed by LICRAN Director of Research & Advocacy, Mr. Unande Terrace, yesterday, described the IMN as an Iranians backed rebel group. Tersagh, who described LICRAN as an umbrella body of pro-democracy lawyers dedicated to the advancement of civil rights, justice, equality and rule of law in Nigeria, said it was within public domain that the Islamic Republic of Iran had been harassing Nigeria using members of the IMN.

According to the group, buoyed by Iran backing, IMN members, in October and early November this year, unleashed violence across several Nigerian cities in the north under the cover of Ashura procession. It said activities of the sect had led to several deaths in Sokoto, Kano, Kaduna and Katsina states, adding that members of Iranian Revolutionary Guards Corps were previously named in illegal shipment of weapons into Nigeria. “There have also been reports that the IMN members visit Iran under the cover of academic scholarships to be trained as terrorists by the same Revolutionary Guards Corps.

‘’This will be consistent with recent revelations by Salar Abnoush, Deputy Commander of Iran’s Khatam-al-Anbia Garrison, a branch of the Revolutionary Guards Corps that his country is sending out sleeper cell assets to infiltrate other nations,” the group said. LICRAN urged the ambassador to prevail on the US government to declare the Islamic Movement in Nigeria, IMN, as a terror organization.

'I made it clear that I will remove any sign of padding in the 2017 budget document. It will never happen again under my watch' : Buhari

The distortions that happened to Budget 2016, in which series of rogue projects and figures were injected into the financial document won't happen to next year's budget, President Buhari has vowed. Receiving in audience members of the Governance Support Group (GSG), led by Hon. Chukwuemeka Nwajiuba, at State House, Abuja, Friday, the President said:"I am waiting for the 2017 Budget to be brought to us in Council. Any sign of padding anywhere, I will remove it."President Buhari re-iterated that he had been in government since 1975, variously as governor, oil minister, head of state, and Chairman of the Petroleum Trust Fund (PTF), "and never did I hear the word 'padding' till the 2016 Budget. "He promised that such would never happen again under his watch.
The President said the government stands by its tripod campaign promises of securing the country, reviving the economy, and fighting corruption, but lamented that some people are deliberately turning blind eyes to prevailing realities in the country. "They don't want to reflect on the situation in which we are, economically. They want to live the same way; they simply want business as usual," he said. On violence that attend rerun elections in the country, President Buhari stated: "I agonized over the elections in Kogi, Bayelsa and Rivers states. We should have passed the stage in which people are beheaded, and killed because of who occupies certain offices. If we can't guarantee decent elections, then we have no business being around. Edo State election was good, and I expect Ondo State election to be better.
"Speaking on the anti-corruption cases before the courts, the President said he believed the cleansing currently going on "will lead to a better judiciary. When people are sentenced, Nigerians will believe that we are serious. "President Buhari equally told his guests that the progress being made in agriculture and exploitation of solid minerals "gives a lot of hope," adding: "Our grains go up to Central African Republic, to Burkina Faso, but they can't buy all the grains harvested this year. And next season should be even better.
We will focus on other products like cocoa, palm oil, palm kernel, along with the grains. We can start exporting rice in 18 months, and we are getting fertilizers and pesticides in readiness for next year.
"Speaking on behalf of members of GSG, Hon. Nwajiuba said the government had succeeded to a large extent on the security and anti-corruption fronts, adding that the group was positive that the economy would soon experience a turnaround, "as the government is working very hard in that direction."The group said the biggest constituency of the President was the poor and lowly, and thus recommended what it calls "a social re-armament of the poor."

Court Jails James Pine, Benue Executive Secretary For Slapping Subordinate

A chief magistrate’s court sitting in Makurdi, the Benue State capital on Thursday sentenced the Executive Secretary of Teaching Service Board, Makurdi, James Pine, to five months imprisonment.

Pine was charged to court for assaulting his subordinate in March, 13, 2016.Pine was charged with assault and criminal use of force, an act punishable under Section 268 of the Penal Code Laws of Benue State 2004.

Delivering judgment, Dan Ogoh held that witnesses called by prosecution testified to the effect that they were at the TSB headquarters and saw that the convict slapped and pushed the complainant to the ground.

He said the defence could not dislodge the testimony.

The trial magistrate said, ‘The avalanche of evidence of prosecution point to the same direction and conclusion establishing that the offence was committed.’

The magistrate thereby sentenced Pine to five months imprisonment with an option of N10,000 fine.

A team of prosecution lawyers led by Demeer Adi of Damsa Damsa and Co. called three witnesses.

Pine had during the trial denied assaulting or using criminal force against Asema and said under cross examination that it was wrong for a chief executive officer to slap a subordinate.

His counsel, Ambrose Ikpa, argued that the case of the complainant was a desperate attempt to prosecute the head of secondary school education in Benue State, having earlier prayed for a “no case submission,” which was discountenanced by the court.

This judgment makes it second time that a top officials of Benue State Government would be sentenced for offence of assault and criminal use of force.

The first public officer in the state to receive the sentence was Magdalene Damkor, the then Rector of College of Advanced and Professional Studies Makurdi.

My mother stared at me as if I was mad.

"Kareema, kin fara shaye-shaye ne ko mai ne? What did I just hear you say?" she asked sharply.

She had come visiting from her home in the Worno area of town. We were in my small sitting room upstairs where I had my sewing machine and other stuff I used for my sewing. After I left school, I had learnt fashion designing and I did a little sewing once in a while to keep busy and not for money.

I placed the blouse I was sewing for her on the table and turned to her.

"Mum, you heard me. I’ll request for divorce from Ghaddafi," I repeated patiently as if talking to a child.

 A divorce?
On what grounds?
What has your husband done to you that you want to leave him?" she demanded.

Senate probes secret recruitment, lopsided appointments in NHIS

The Nigerian Senate Tuesday commenced investigation into alleged illegal recruitment and lopsided appointments of some management staff of the National Health Insurance Scheme (NHIS).
The probe also covers NHIS expenditure on trainings and travels. Management staff of the scheme led by its Executive Secretary, Mr. Usman Yusuf, appeared before the Senate Committee on Health yesterday to answer question bordering on alleged illegal recruitment, lopsided appointments and expenditure on training and travels. Yusuf told the committee that the new recruits were on “secondment” and not on appointment.

Asked if the Minister of Health, Prof. Isaac Adewole, who was present at the hearing, was aware of the “secondments” in the NHIS, the Executive Secretary answered in the negative. He said, “No, he (Adewole) is not aware. ”The committee queried the NHIS boss why he spent N150 million on trainings and travels between January and June 2016, while the amount spent for the same purposes between July, August and September was between N2 million and N4 million, and the sum of N412 million was spent for the same purposes in October alone.

The committee noted that it received a petition against the NHIS in which the petitioner claimed that while the number of general managers of NHIS was raised from 23 to 25, their appointments were not in line with the Federal Character principle. The panelists however declined to disclose the name of the petitioner as well as to provide a copy of the petition to Yusuf. The committee said that the petitioner claimed that the North-Central geopolitical zone, which had three representatives, now had five. The petitioner was also said to have claimed that the North-East, which had three, now has four while the North-West was raised from six to nine; South-East remained three; South-South dropped from four to three; while South-West reduced from four to one.

Yusuf insisted that, “It will be for the sake of fair hearing that I get a copy of the petition before I respond (to the allegation). I am not aware of any petition and I can only respond to the petition that I can see and read. I need to know what is in the petition and where the petition is coming from. ”Chairman, Senate Committee on Health, Senator Lanre Tejuoso, said that Yusuf should be able to state if the figures were correct or not even without seeing the petition or knowing it came from. The Executive Secretary insisted on seeing the petition before confirming or refuting the allegations. He said, “I need fair hearing; I need to see a copy of that petition. ”The committee declined to grant the request for the NHIS boss to see a copy of the petition before responding to the allegations.

The committee said that since the allegations were against the NHIS and the person of Yusuf, they were not obliged to give out a copy of the petition to the Executive Secretary. A member of the committee, Senator Mao Ohuabunwa, noted the committee would confirm the allegations after going through the nominal roll of the NHIS. The committee said that the NHIS boss failed to provide its nominal roll, which was the first information it requested from the scheme.

Members of the committee expressed displeasure with the management of NHIS for it's failure to provide all the information requested from it. The committee resolved that the leadership of the scheme would reappear before the panel to verify the claims by the petitioner. The NHIS told the committee that the requested information would be provided on Monday next week.

The Nigerian Army has officially declared one officer and 45 soldiers missing in a major Boko Haram attacks five weeks ago. The Army authorities have reportedly informed the families of the 46 personnel of the fate of their loved ones and requested that their next of kin forward bank details for onward remittance of accrued payments.

The statement read via Premium Times;

The sources said the declaration and notification were contained in a November 20 notice sent by M. Jimoh, the new commander of the Nigerian Army 145 Task Force Battalion in Damasak, Borno State. Mr. Jimoh, a lieutenant colonel, sent the signal to the 145 Battalion rear base in Ohafia, Abia State, and copied the Army 7 Division Headquarters in Maiduguri and 82 Division Garrison in Enugu.
Also copied were 5 Battalion in Kano; 20 Battalion in Serti, Taraba State; 103 Battalion in Enugu and 119 Battalion in Malam Fatori, Borno State. Also in receipt of the signal were 143 Infantry Battalion for special forces in Borno State; 144 Battalion in Asa, Abia State; and 146 Battalion in Calabar. Each of the battalions copied in the signal had soldiers that were part of the 83 missing, PREMIUM TIMES understands Mr. Jimoh recently replaced K. Yusuf, a lieutenant colonel who PREMIUM TIMES exclusively identified as the commander of the 145 Task Force Battalion who was among the missing soldiers. The admission by the army that 46 personnel are missing came exactly five weeks after the soldiers were dislodged from their base in Gashigar, Borno State, by Boko Haram operatives.

The aftermath of the attack was exclusively reported by PREMIUM TIMES, which included how several soldiers drowned in River Yobe and how at least 83 troops went missing with Mr. Yusuf. The troops were on deployment in Gashigar, which sits on the northern most edge of Borno State, as part of the ‘Operation Gama Aiki’ aimed at displacing insurgents hibernating around the Nigerian border with Niger and Chad. The operation was launched in June 2016.They were manning the Forward Operation Base there when Boko Haram operatives pushed towards them with superior firepower in the evening of October 16, senior military sources familiar with the encounter told PREMIUM TIMES at the time.
After initial resistance, the troops soon abandoned their base and scampered for safety. At dawn on October 17, the leadership of the Nigerian Army was informed that Boko Haram attacked the troops when they jumped into River Yobe, where the sect opened fire and left unknown number of them fatally wounded. Twenty-two of the fleeing soldiers were rescued by the Nigerien troops and transported to a hospital in Diffa, southern Niger, for treatment, the Army also learnt at the time.

Yet, for several days, the spokesman for the Army, Sani Usman, maintained that the report was false but on the same day that he spoke, the Theatre Commander of Operation Lafiya Dole in the northeast, Lucky Irabor, a major-general, claimed only 39 soldiers went missing.

The Army also opened a secret inquiry into the attack after some brigade commanders raised questions about the conduct of the soldiers.

Makarfi said, “We have met with the members of the Board of Trustees of our party,  governors, former governors, state chairmen and other interest groups in our party.
“We therefore felt that we should meet with all interest groups and that’s why we are having this meeting.

Detectives uncover huge cash payments to Justices

Chief Registrar:  I’ve no role in running account
Detectives have uncovered huge cash payments to Supreme Court Justices, members of the management and staff of the apex court.
Some of the payments, which were effected through a secret/ Operation Account, are alleged to be outrageous and outside the allowances approved by the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC).
The allowances include cash for justices and management staff during festivities, especially Easter, Christmas, Ramadan and Eid-el Kabir.
Detectives are probing why the apex court paid cash instead of remittance of such payments to the accounts of the beneficiaries.
The Presidency is said to be  in dilemma on what to do because all the former Chief Justices of Nigeria (CJN) and Justices of the Supreme Court were paid the jumbo allowances in cash from the unauthorised secret/ Operation Account.

My Neighbor Chapter 3
Sunday 20th November, 2016
Not recommended for readers under 17yrs
After the call from her husband ended, Kareema sat down staring blankly at the TV screen opposite her. Usually, the news that her husband would be coming home after such a long absence would have made her extremely happy.
She would have immediately started preparations such as cooking some of his favorite dishes, taking extra care of her appearance so she would look good for him and so on.
Now, it was not so. In fact, she dreaded his return. As it meant less time spent with Bako, her lover. Since their affair began over two months before, Kareema had grown more and more attached to him. It had reached a stage where she wanted to be with him every single day. He was like an addiction, a drug she could not do without.
His work made that impossible so they spent most weekends together when he was less busy. To avoid prying eyes of neighbors, they often met at a discreet guest house off Airport Road.
Last weekend, they had spent two days there and it had been wonderful. She had only reluctantly returned home because of her daughter whom she had left in the care of the maid Halima.
In the beginning, Kareema had felt pangs of guilt, at the affair with Bako. But she had blamed it on Gaddafi, reasoning that if he had spent more time at home with her like a family man should, she would not be going out with another man.‘He neglected me all these years and he expected me to just remain like that, like a log of wood in this house,’ she now stated, with a hiss. Glancing at the clock, she saw it was nearly time for Badiyya to return from school. She went to the kitchen to instruct the maid on the meal to prepare for her daughter…
7 days later…
The ringing of her phone woke Kareema up from her nap. She picked it up and seeing it was Bako calling, sat up. “Just wanted to hear your voice, how are you doing today, babe?” he asked.
“Fine. Just missing you.” Since her husband’s return some days back, she had not been able to meet up with Bako. She was not happy about it. But there was nothing she could do about it; she simply had to endure it till Gaddafi returned to his work offshore.
“Miss you too. Can we see today?”
“Much as I want to be with you, it’s not possible right now. Gaddafi,” she said simply.
She could hear him sigh.
“How long is he staying this time?”
“Three weeks,” she said.
“So long!” he exclaimed. “I’m not sure I can wait that long to see you.”
She laughed.
“You make it seem like a year. It’s just a few weeks.”
“Let’s do it this way. How about I close early on Monday and we meet up at our usual place? You can always find an excuse for leaving home,” he suggested.
“I’ll think about it,” said Kareema.
They chatted for a while longer before she hung up.
“Who were you talking with for so long?” her husband asked as he came into the room.
She looked up quickly at him.
“It’s Ismail.”
“Oh.” He opened the wardrobe and brought out a sky blue colored Kaftan regalia.
“I’m wearing this to Mosque tomorrow. Tell Halima to get it ironed now that there’s light,” he said, throwing the outfit on the bed. She got up from the bed and picked up the clothes.
“I’ll do it. The fabric is delicate; she might burn it. You know how careless she can be.”
“Thanks darling. You’re such a caring wife,” he praised her, giving her a quick hug as she left the bedroom.
Kareema arrived the guest house shortly after seven o’clock. She noticed Bako’s car in the courtyard and smiled as she walked towards the entrance.
He opened the door at the first knock.
“You surely took your time getting here. I’ve been waiting nearly an hour,” he grumbled.
“Sorry, love. It was Gaddafi. I had to prepare his dinner before leaving. I’ll make it up to you, sweetheart.” He drew her to the bed and she fell on him.
“You better do. To make up for all the days you stayed away from me.”
He unzipped her blouse and slipping it off her shoulders buried his face in her chest.
“Hmm! You smell so good. I feel like ‘eating’ you up!”
“What are you waiting for then?” she asked, lifting his face up to hers, her mouth seeking his as he began to undress her.
His hot mouth trailed kisses from her chest to her belly, his tongue circling her navel, making her squirm in ecstasy.
She gasped as he moved lower, her hand holding his head tightly to her, his movements making her body come alive in intense arousal…
What next for Kareema?
